
Blackpool’s Best Start Vision sets out a long-term, joined-up approach to improving outcomes for babies, young children, and families. Since 2015, the Better Start programme—supported by significant National Lottery investment—has driven innovation and built a strong evidence base for what works in early years support. As this funding period comes to an end in March 2027, Blackpool is focused on sustaining and building on this progress.
The development of Family Hubs and the wider Best Start and Family Hubs Plan represents the next phase of this work. By integrating services, scaling up proven programmes, and aligning commissioning arrangements, Blackpool aims to ensure a seamless and sustainable system of support that meets national expectations while responding to local needs.
Looking ahead, there is a clear commitment to continue and evolve the Better Start approach beyond the lifetime of the grant. With a renewed focus on extending impact and embedding learning, Blackpool will remain at the forefront of early years innovation—bringing together research, professional expertise, and lived experience to give every child the best possible start in life.
