Contextual Safeguarding

The Blackpool Multi Agency Contextual Safeguarding Strategy has been developed as a joint initiative between Blackpool Children's Multi Agency Safeguarding Arrangements (MASA), Blackpool Safeguarding Adults Board (BSAB) and Blackpool Community Safety Partnership (BSafe) in collaboration with the Local Authority, Police, Lancashire and South Cumbria Integrated Care Board (ICB) and a wide range of specialist partners who work together to safeguard children, young people, their families and adults who are vulnerable to abuse. This strategy outlines our collective approach in Blackpool to safeguarding children, young people, and adults from exploitation through a contextual safeguarding lens, acknowledging the importance of understanding transitional safeguarding, and raising awareness of the gap in responses to young adults at risk of harm and exploitation. It recognises that exploitation is complex, often rooted in wider social and environmental factors, and requires a coordinated, multi-agency trauma-informed, and community-based response.
